Minutes of the June 13, 2006 Meeting

The Dalles, Oregon
1. The meeting was called to order by the President, LTC Gary Zwicker, at 11:37 a.m. The Pledge of Allegiance was recited.
2. The 16 members present introduced themselves, South West Chapter, Southern Oregon, Lower Columbia, and Corvallis did not have any representatives in attendance.

3. The minutes of the March 14, 2006 meeting were read and approved.
4. Secretary/Treasurer. Treasurers report, the Council had a $538.96 balance in the Check book as of June 10, 2006 and as of March 31, 2006 $4215.74 in our money market account with AG Edwards. The total assets on June 9, 2006 are $4754.70. Lower Columbia has not paid Council dues for 2005/2006.
Treasurer’s report was approved as presented.
5. Committee Reports
a. Web Site, The web address is OREGON-MOAA.ORG. Please send Bill any changes to your chapter officers so the Web site can be kept current. Send changes to Wewbmaster@oregon-moaa.org.
6. Old Business
a. BGEN Hoffman said that Emerald Empire will host the 2007 Biannual convention. CAPT Charlie Cole will be the Chair and CDR Dick Kimbell will be Executive Secretary. Charlie Cole would like to have a chapter Liaison no later than October 1st of this year. The date picked is October 19, 20, & 21. The site is the “Village Green at Cottage Grove”. Motion was made to have a convention at the Village Green at Cottage Grove. Motion passed. Motion was made to have a two day convention, arrive on 19th and depart on the 21st . Motion passed.
7. New Business
a. VADM Ryan visited Portland to install their new Officers and present them with a 50th year certificate for their chapter. He also talked about the Give Me 10 program. MOAA is an important lobbying organization (the forth largest surpassed only by American Legion, VFW, and DAV). MOAA is a very people oriented organization whereas some of the others go into equipment, etc. In the year prior to the Give Me 10 program they had 20,000 new members but with Give Me 10 this year they have over 30,000 new members of which 40 percent are Guard and Reserve members.
This year’s Give Me 10 program has a new aspect in that not only does the chapter get credit for getting new members but now the chapter will receive $20 for each MOAA member that it converts to a MOAA life member. A chapter only gets $10 for a new MOAA member.

Of the eight chapters in Oregon three have not signed up for the Give Me 10. The chapters not participating are Central Oregon, Corvallis, and Southwest. Gary has sent each of the three non participating chapters an e-mail encouraging them to participate.
b. VA Identity Theft Problem. – No indication that any of the data has been compromised.
c. National Legislative Issues: These are the same as the issues last year that were not passed. The issues are DIC compensation for widows, VA disability issues, and medical issues for Guard and Reserve forces and their dependents while they are on active duty.
d. ODVA Issues: Guard and Reserve issues will be brought up in the next legislative session.
Oregon MOAA needs to be active in UVGO. Motion was made that the Council of Chapters pay UVGO dues so we can become a voting member. Motion passed. UGVO President is Dick Lucht?
David Fairclo discussed issues concerning the Oregon Veterans Home. Some of the items discussed were can dependents stay at the Oregon Veterans Home, they need a facility like the Fisher House. The home does not have a Dr. or Pharmacist. These are issues that may come up in the next legislation session.
e. Two petitions,
USS Ranger – A group is trying to get the carrier USS Ranger to be in Portland as a Museum. The group has a problem with the Port of Portland.
The second Petition is to get a percent of the lottery for ODVA.
Another Petition circulating is about minimum manning required for all nursing homes. This Petition would effectively double the expenses and could shut down the Oregon Veterans Home.
8. Chapter Reports
a. Portland Chapter -- COL John Hill, as Gary pointed out the 23rd of April was our 50th Anniversary, Vice Adm. Ryan from MOAA attended and presented a 50 year certificate. We could only identify one living charter member LT Ted Baumeister who attended. About 1300 letters were sent by National MOAA to prospective to attend the meeting. We has to turn a lot of them away as the there was not enough room. As it was we had about 150 in attendance which packed the facility. Twenty two people who got letters and attended will become new members.
Gold Star Dinner, we purchased a table for $300, at the table we had two families one had lost a son and the other had lost a husband.
Memorial Day was a cold blustery rainy day we had several people who helped present flowers to put on the wreath. Flags were brought up by a motorcycle group.
We also gave the Burns Band $150 to help offset expenses on them getting to march in the Philadelphia parade. Also gave a certificate for leadership to a Junior ROTC student in Oregon City.
b. Central Oregon Chapter -- COL Don Bolduc, everyone is invited to Central Oregon’s Annual picnic. Mark you calendars for August 6th, the cost is $10.00 per person ($5.00 goes to the Jr. ROTC Program) the doors open at 11am and the steaks come off the grill at 1pm. Gary has already accepted and any body else is welcome. The picnic will be held at Cyrus pond out side of Sisters. We are very active in the Jr. ROTC program we have an Army unit at Madrus, a Navy unit in Bend, a Navy unit in LaPine, and a Navy unit in Crook County. This year we gave out two $1000.00 scholarships.
c. Willamette Chapter -- CAPT Woody Tiernan, I thought our 35th anniversary was a pretty big deal by you guy’s in Portland with 50 years rated the Top man from MOAA. We had Jim Pauls from MOAA, and General Reese the State Adjutant General attend our luncheon on April 19th. Also attending was the Deputy Commander for the 41st Infantry Brigade Combat Team. All six of our charter members attended the meeting. Many of our past presidents also attended. In May we presented our scholarship award to a deserving student at North Salem High School Viking Battalion Jr. ROTC, we also presented the MOAA leadership award medal to their Junior class student selected by their staff.
Up coming events nothing out of the ordinary, just our regular Officers Calls. Then in September we have our annual Steak Fry at which all of our new executive board members will be sworn in.
d. Emerald Empire -- BGEN Hoffman, By the time Jim Paul’ got to Eugene we had to reconstitute him, we slapped him a couple of time and then he was off and running. He did a super job. We did a pre Memorial day event with the Portland Chapter to get the MOAA logo out so everyone knows that there is a MOAA. We did the largest memorial day event in Springfield in the morning and Eugene in the afternoon.
ROTC Awards was our annual guess who is coming to dinner meeting, where we sponsor a ROTC Senior Cadet. They tell us about their plans and we recognize them all. They each get a MOAA medal which is something you cannot get from MOAA.
14 June at 1:00pm at Army VA is the Army Birthday party, Jim Willis ODVA will preside.
17 June 10:00 a Salute to Soldiers in Troutdale put on by the recruiters.
21 June Langdon Farms Golf Tournament, benefits Coalition for Troops.
9. Next Meeting:
The next meeting will be September 19, 2006 in Salem, OR.
